Yes. A powered EV charger can use a small amount of standby electricity for its controls, indicators and connected features. The exact amount depends on the equipment and whether a vehicle remains plugged in.
Why an Idle EV Charger Still Uses Power
An EV charger, or EVSE, monitors the electrical connection and controls when power can flow to the vehicle. Displays, status lights, timers and network connections can remain active between charging sessions.

A powered charger with no vehicle attached uses electricity for its own electronics. When a vehicle remains connected, it may also request power.

How Much Does Standby Power Cost?
There is no single standby figure for every home EV charger. The most reliable number comes from a manufacturer specification or a suitable measurement of the individual circuit.
The calculation should use the charger’s average standby wattage, the hours it remains in that state and the local electricity rate. These values can then be converted into estimated annual electricity use and cost.
For illustration, a charger averaging 5 watts throughout the year would use about 43.8kWh. At a hypothetical electricity rate of $0.18 per kWh, that would cost approximately $7.88 annually.
This is a calculation example, not a measured figure specific model. Actual use can change when a display wakes, a network connection becomes active or a vehicle is attached.

How to Reduce Standby Use
Check whether the manufacturer publishes standby or no-vehicle power consumption. Do not estimate it from maximum charging output because the two ratings describe different operating conditions.
If supported, turning off an unnecessary display or network function may reduce background use. A charging schedule alone may not eliminate it because the controls remain active while waiting.
Do not use an ordinary household smart plug to control a 240V EV charger. Any monitoring or switching equipment on the charging circuit must be properly rated for that application.
